Summary: The physical security threat environment facing the water and wastewater sector remains complex, fluid, and turbulent. A series of domestic and international factors continue to drive physical threats against critical infrastructure. Moreover, these threats are being driven by a widening range of threat actors who increasingly view the water sector as an attractive target, such as violent extremists, common criminals, and insider threats, among others.

In the face of rising threats, water and wastewater utilities can take concrete steps to strengthen their physical security and reduce their vulnerabilities. Consequently, implementing physical security best practices helps utilities identify and reduce vulnerabilities, lowers the risk of public health impacts, strengthens public trust, and more.
