Summary: The Organization for Security and Co-operation in Europe (OSCE) has published an in-depth guidebook on physical security best practices for protecting critical infrastructure against terrorist attacks. Given the heightened threat environment facing critical infrastructure, WaterISAC encourages water and wastewater security personnel to review the guidebook.

Analyst Note: A physical security program not only includes perimeter security measures but also incorporates a holistic physical security framework that helps an organization defend against threats across the all-hazards threat landscape. Consequently, rather than dictating a single approach to physical security, this guidebook presents a range of publicly available practices to reflect the diverse approaches that currently exist. The guide provides structured guidance on practices, principles, and considerations that can enhance the physical security of critical infrastructure facilities, with a view towards preventing, better preparing for, and mitigating terrorist attacks.

This guide has been developed with a range of critical infrastructure sectors in mind, both in urban and rural settings. The guide is separated into several chapters which move from strategic matters, such as policy and legislative approaches to critical infrastructure protection (CIP), to frameworks and technical considerations, such as designing intrusion detection and access control systems. The report places emphasis on preparing and planning for a range of terrorist threat scenarios, such as hostage situations, firearms attacks, and hostile vehicle attacks. It also features planning in sections dedicated to crisis communications, business and continuity management, training and exercising.
