Summary: A recent report, “Annual Terrorism Threat Report 2025,” from Pool Re Solutions, the UK’s leading terrorism reinsurer, provides an overview of the terrorist threat landscape facing the UK, examines emerging threats, and offers forecasts for various aspects of the terrorist threat going forward.
Analyst Note: Although this report focuses on the UK terrorist threat landscape, its findings are still useful to U.S. and other Western public safety officials due to similar terrorist threats facing Western states. Indeed, within the U.S., the terrorist threat landscape remains dynamic. DHS’s most recent Threat Assessment from 2025 states that “the threat of violence from US-based violent extremists—including [domestic violent extremists] who are motivated by various ideologies and [foreign terrorist organization]-inspired homegrown violent extremists (HVEs)—will remain high.” DHS remains particularly concerned about the likelihood of violence motivated by developing domestic and global events. Accordingly, the UK 2025 report offers several high-level terrorism related outlooks, which include:
- It is almost certain that Islamist terrorism will remain the primary terrorism threat to the UK in the long term.
- It is almost certain that hostile states will maintain the intent to use criminal organizations and third-party proxies to project threat and influence against the UK in the long term.
- It is almost certain that geopolitical uncertainty and global tensions will remain a driver of terrorism threat in the long term. There is a realistic possibility that regions of instability, such as the Sahel, Syria, and Afghanistan, could create permissive environments that allow terrorist actors to advance their goals in 2026.
- It is almost certain that terrorist actors in the UK and globally will maintain the intent to exploit advancements in generative AI and other smart technologies to propagate their ideology and streamline propaganda production, recruitment, and attack planning techniques.
