(TLP:CLEAR) FBI Public Service Announcements: Evading Proxy Networks and Threat Actor Impersonations

Summary: The FBI recently released two Public Service Announcements (PSAs), warning the public about emerging phishing campaigns by attackers impersonating city and county officials to solicit fraudulent payments, as well as raising awareness of attacks leveraging residential proxies. WaterISAC is passing through both PSAs for member awareness:

  • Alert Number: I-030926-PSA | 09 March 2026 | Criminals Impersonating City and County Officials in Phishing Emails for Planning and Zoning Permits
  • Alert Number: I-031226-PSA | 12 March 2026 | Evading Residential Proxy Networks: Protecting Your Devices from Becoming a Tool for Criminals

Analyst Note: WaterISAC encourages members to review the referenced PSAs and associated guidance to better understand evolving phishing and proxy-enabled threats. Awareness of these tactics can support improved detection and response efforts, particularly where adversaries exploit trusted identities and residential infrastructure to bypass traditional security controls.
