The Hard Reset: Cross-Sector Analysis of Extremist Publication Advocating for Attacks against Water Systems and other Critical Infrastructure

On July 14, an extremist network published a 261-page propaganda document, titled The Hard Reset, that seeks to foment violence and instability and encourage attacks against the government to accelerate the downfall of society. Notably, the publication promotes attacks targeting critical infrastructure, including water systems. In response to this publication, WaterISAC partnered with a number of fellow ISACs/ISAOs, as well as a fusion center and other counterterrorism professionals to develop a cross-sector analysis on the report.
