DHS Creates New Center to Combat Terrorism and Targeted Violence

Homeland Security Secretary Alejandro Mayorkas announced this week that DHS has established a new Center for Prevention Programs and Partnerships (CP3) to improve its ability to combat terrorism and targeted violence. CP3 will replace the Office for Targeted Violence and Terrorism Prevention and aim to ensure DHS’s efforts are grounded in an approach to violence prevention that leverages behavioral threat assessment and management tools, and addresses early-risk factors that can lead to radicalization to violence. “CP3 will help build local prevention frameworks to provide communities with the tools they need to combat terrorism and targeted violence,” Secretary Mayorkas said. “Individuals who may be radicalizing, or have radicalized, to violence typically exhibit behaviors that are recognizable to many but are best understood by those closest to them, such as friends, family, and classmates.” In addition to the newly developed CP3, DHS’s Office of Intelligence & Analysis (I&A) will have a newly dedicated domestic terrorism branch to help ensure the Department develops the necessary expertise needed to provide timely threat intelligence.
