Summary: Last week, the White House released “President Trump’s Cyber Strategy for America,” outlining the administration’s high-level priorities for maintaining U.S. leadership in cybersecurity. The strategy centers on six pillars, including securing critical infrastructure; modernizing federal networks; strengthening the cybersecurity workforce; promoting emerging technologies, such as artificial intelligence and post-quantum cryptography; streamlining cyber regulations; and shaping adversary behavior through both defensive and offensive cyber capabilities. The strategy emphasizes increased coordination between government and the private sector and signals that additional policy guidance and implementation measures are expected in the future. Additionally, the administration issued a related executive order directing federal agencies to prioritize action against cyber threats and fraud.   

Analyst Note: For critical infrastructure sectors, including water and wastewater utilities, the strategy reinforces continued federal focus on resilience, supply-chain security, and stronger collaboration with the private sector. The emphasis on defending critical infrastructure and improving recovery capabilities aligns with longstanding sector priorities, particularly as utilities face increasing cyber threats targeting OT and internet-facing systems. The strategy’s call for greater reliance on state, local, and private-sector partners suggests utilities may see expanded expectations to strengthen cybersecurity practices, adopt modern architecture such as zero-trust, and improve incident response readiness. While the strategy remains high-level, future guidance may translate these priorities into new initiatives, partnerships, or regulatory requirements affecting critical infrastructure organizations.
