(TLP:CLEAR) New Jersey Fusion Center 2025 Threat Assessment Report

Summary: The New Jersey Office of Homeland Security and Preparedness (NJOHSP), the state’s fusion center, has published its “2025 Threat Assessment,” report. Similar to last year, the assessment highlights enduring homegrown violent and racially motivated extremism threats, in addition to elevated cybersecurity risks and foreign nation-state threats.

Analyst Note: Although the report specifically covers threats to the state of New Jersey, the threat activity described in the assessment is applicable to critical infrastructure organizations across the country. In 2025, NJOHSP analysts assess homegrown violent extremists (HVEs), and white racially motivated extremists as the highest threats to New Jersey. Notably, the report states that “Domestic extremists target a range of critical infrastructure sectors in furtherance of various ideologies to cause widespread disruption of key systems. In 2024, extremists capitalized on divisive social and political issues to fuel their grievances and target critical infrastructure sectors.”

In addition, NJOHSP assesses that the Islamic State will continue to exert its global reach and external planning capabilities in an attempt to direct and inspire successful attacks in the West and capitalize on its established networks to bolster its image as the most capable foreign terrorist organization (FTO).
