(TLP:CLEAR) Fortinet Report: 2025 State of Operational Technology and Cybersecurity

Summary: Fortinet recently released its “2025 State of Operational Technology and Cybersecurity Report” which draws on data from a global survey of more than 550 OT professionals conducted by an independent research firm. The report highlights key areas where organizations need to bolster their defenses, especially as IT and OT environments become interconnected and exposed. Interestingly, the report includes several positive trends, including corporations integrating OT cybersecurity under the CISO and OT cybersecurity showing signs of progress in both process and solution maturity.

Analyst Note: Fortinet’s findings indicate that organizations that report being more mature (higher on a scale of 0-4) notice fewer intrusions or indicate that they are better able to handle less sophisticated tactics. The report suggests that organizations that advance in their maturity see declines in most intrusion types, and those that incorporate best practices (adopting fundamental cybersecurity measures) yield tangible results.

As OT maturity has improved across various sectors, the following positive developments have been identified:

  • OT Security Maturation: An increasing number of organizations are enhancing their operational technology security posture, with 26% establishing visibility and implementing segmentation, compared to 20% in the previous year.
  • Reduction in Impact of Intrusions: There has been a notable decrease in operational outages affecting revenue, declining from 52% in 2024 to 42% in 2025.
  • Positive Impact of Best Practices: The adoption of fundamental cybersecurity measures, including improved training and awareness, is yielding tangible results—most notably, a significant reduction in business email compromise incidents. Additionally, the integration of threat intelligence has seen a substantial increase, rising to 49% since 2024.
