Summary: The FBI’s Internet Crime Complaint Center (IC3) has released its “2025 Internet Crime Report,” drawing on more than 1 million complaints of suspected internet crime submitted over the past year.

In 2025, IC3 reported losses exceeding $20.8 billion, a 26% increase from 2024, highlighting the continued scale and growth of cyber-enabled crime. Phishing/spoofing, extortion, and investment scams remained among the most reported crime types, while investment fraud—largely cryptocurrency-related—accounted for the greatest financial losses at over $8.6 billion.

Analyst Note: Cyber-enabled fraud continues to dominate, representing approximately 85% of all reported losses. Additionally, the report highlights increasing use of artificial intelligence in fraud schemes, with more than 22,000 complaints and nearly $900 million in associated losses.

For critical infrastructure organizations, ransomware and data breaches remain persistent threats, with ransomware continuing to impact multiple critical sectors and introducing dozens of new variants in 2025.
