Summary: The Combating Terrorism Center (CTC) at West Point published its “Sentinel” magazine for January 2025. This latest issue examines the Islamic State-inspired plot to attack a Taylor Swift concert in Vienna, as well as recent developments in Syria and how they impact the international terrorist landscape.

Analyst Note: After the foiled terrorist plot to attack a Taylor Swift concert in Vienna in August 2024, the authors explore the dynamic threat from the Islamic State and its supporters. They write that the plot “underlined that Islamic State Khorasan (ISK), which appears to have inspired the lead plotter, remains an enduring threat, evolving its tactics and strategy while focusing on radicalizing followers and supporters through relentless online propaganda.” Moreover, the attack plotters epitomized the interplay of online and offline radicalization, with violent extremist content on social media platforms like playing a crucial role in their mobilization to violence.
