Emergency Water Supply Planning Guide for Hospitals and Health Care Facilities (CDC / EPA / AWWA)

During water system interruptions, the operation of health care facilities is severely interrupted and capability can be almost completely degraded within two hours. In order to maintain daily operations and patient care services, health care facilities need to develop a water supply plan in advance of an emergency. Several types of events such as a natural disaster, a failure of the community water system, construction damage, or even an act of terrorism can cause water supply interruption.

Emergency Management Assistance Compact (EMAC)/Mutual Aid

The Emergency Management Assistance Compact is a congressionally ratified mutual aid compact that legally establishes a national system to facilitate resources across state lines during an emergency or disaster. EMAC’s distinctive character among mutual aid agreements lies in its governance structure; its relationship with states, regions, territories, national membership, and federal organizations; and its ability to move any type of needed resource from one state to another.

Collaboration between State Water Primacy Agencies and Emergency Management Fact Sheet (US EPA)

"U.S. EPA's Coordination between State Primacy Agencies and State Emergency Management Agencies Fact Sheet focuses on collaborative opportunities between public water and emergency management when an incident requires state involvement. This “Bridging the Gap” effort expands the scope of coordination beyond the local level."

EPA Revised Public Notification Handbook

The purpose of this handbook is to explain the US Environmental Protection Agency’s (EPA’s) Public Notification Rule and provide examples of effective public notices. This handbook is designed to meet the needs of public water systems of all sizes, including suggestions and instructions targeted to very small community systems that serve 500 people or fewer. Suggestions, along with other useful hints for creating effective notices for all systems, are set aside in boxes throughout the handbook. The attached version reflects an update to the initial document released in 2007.

U.S. EPA / AWWA - Preparing for a Drinking Water Emergency

This document, prepared for U.S. EPA's National Homeland Security Research Center by the American Water Works Association with technical support from CDM, reviews roles and responsibilities among various levels of  government regarding emergency water supplies and seeks to encourage  collaboration and partnership between said levels regarding emergency  water supply planning.
