Despite the lingering concerns among U.S. officials that foreign terrorist organizations (FTOs) would once again be able to exploit the power vacuum in Afghanistan and use the territory to conduct external operations, a new U.S. government report assesses that in the near-term FTOs are unlikely to conduct external attacks from Afghanistan.
