Planning and Response to Active Shooter Best Practice Guide

The Cybersecurity and Infrastructure Security Agency (CISA) has published a Planning and Response to an Active Shooter guide, which was produced through a working group of 64 federal government departments and agencies. This document outlines and updates policy requirements for the development and review of an active shooter preparedness plan, along with the training and exercises necessary to support that plan. Furthermore, it provides guidance to plan and enhance preparedness for an active shooter incident along the full continuum of prevention, protection, mitigation, response, and recovery. While the policies and measures detailed in this guide are intended to be applied to all buildings and facilities in the U.S. occupied by federal employees for non-military activities, they can be considered and implemented by other entities, including in the private sector. Furthermore, CISA notes that due to the nature of an active shooter event, this document contains guidance for all who might be involved, including law enforcement agencies, facility tenants, and the public. This guide replaces the 2015 For Official Use Only (FOUO) and non-FOUO versions of Planning and Response to an Active Shooter: An Interagency Security Committee Policy and Best Practices Guide.
