DHS CISA Webinar - Critical Infrastructure Hurricane Response during a Pandemic

On Thursday, June 18, from 10:30 am to 12:00 pm ET, the U.S. Department of Homeland Security’s Cybersecurity and Infrastructure Security Agency (CISA) will host a 2020 Hurricane Season Preparedness Webinar. CISA’s speakers will be joined by representatives of FEMA and NOAA, who together will discuss the hurricane season forecast, risks to interdependent critical infrastructure systems, special considerations in the COVID-19 environment, and the federal approach to infrastructure response and recovery.

Government Officials Concerned Demonstrations Will Lead to a Resurgence of COVID-19 Cases

There will likely be a new rash of COVID-19 cases following the widespread demonstrations, U.S. Surgeon General Jerome Adams said in an interview. He acknowledged the importance of the protesters’ message but voiced his fears that the conditions of the protests will lead to more cases. “Based on the way the disease spreads, there is every reason to expect that we will see new clusters and potentially new outbreaks moving forward,” he stated.

How Islamist and White Supremacists Try to Exploit Civil Unrest

An article in Homeland Security Today discusses how both Islamist extremists and white supremacists share the strategy of taking advantage of current events, such as civil unrest, to recruit followers and spur them to take action on behalf of their movement. The article explains that both groups see today’s unrest as an opportunity to try to insert their messaging, disregarding and even twisting the messages of protest movements to serve their own purposes.

FEMA Guide to Continuity Program Management

FEMA has released the Guide to Continuity Program Management, which provides guidance and templates to assist continuity program managers and planners in developing multi-year strategic plans, project plans, and multi-year test, training, and exercise calendars. FEMA notes that the guide does not address the development of continuity of operations plan. For information and guidance on how to develop a continuity of operations plan, FEMA refers its partners to its Continuity Resource Toolkit.

FEMA Releases Revised NIMS Training Program

FEMA’s National Integration Center has released the updated National Incident Management System (NIMS) Training Program, which sets forth a structure for national training and establishes the roles and responsibilities of FEMA and members of the NIMS stakeholder community. It identifies specific activities for developing, maintaining, and sustaining a training program that prepares all incident personnel to understand their respective responsibilities and work together during incidents.

FEMA Releases Fourth Edition of Public Assistance Policy and Program Guide

FEMA has released the fourth version of its Public Assistance Programs and Policy Guide, which will go into effect on June 1, 2020 and be applicable to incidents declared on or after this date. This document is intended to serve as a comprehensive program resource that describes FEMA Public Assistance policy in a single volume and provides an overview of the program implementation process with links to other publications and documents that provide additional process details.

Most Employees Want to Return to the Office, but They Expect Changes

According to research conducted by design and architecture firm Gensler, the vast majority of employees who are now working from home want to return to work after the COVID-19 pandemic subsides, with only 12 percent saying they want to continue working from home. Employees who want to return offered a variety of reasons for their preference, with some of the top reasons being to have scheduled meetings with colleagues, to socialize with colleagues, and to be part of the community.

NOAA Predicts Busy Atlantic Hurricane Season, Near or Below-Normal Central Pacific Hurricane Season

In just released forecasts, the National Oceanic and Atmospheric Administration (NOAA) predicts an above-normal Atlantic Hurricane season and a near or below-normal Central Pacific Hurricane season for this year. NOAA’s Atlantic Hurricane season forecast predicts there will 13-19 named storms, of which 6-10 will be hurricanes and 3-6 will be major hurricanes.
