(TLP:CLEAR) FBI Report: Active Shooter Incidents in the United States in 2025

Summary: Late last week, the FBI published its “2025 Active Shooter Incidents in the United States” report, which provides an overview of active shooter incidents and responses to help public safety officials and other stakeholders understand the threats associated with these events. This is the latest installment in the FBI’s series of active shooter reports, which have been published since September 2014 and regularly reported by WaterISAC.

Analyst Note: According to the report, the FBI designated 34 active shooter incidents, representing a 42% increase from 24 incidents in 2024. However, 2025 remains below the five-year average of 43 incidents per year. Nearly 68% of the incidents involved planning and preparation by the shooter, which often translate into observable indicators that can be followed up on (such as by coworkers, community members, or even friends and family) to prevent attacks from ever occurring.

To this last point, the FBI report now includes a new section on potentially averted active shooter incidents, which were a result of observations, tips, or other information provided to authorities. This section offers several examples where methods such as “see something, say something” likely prevented an attack and saved lives, providing a powerful argument for everyone to be aware of and respond to suspicious behaviors.
