DHS’s Plan for Coordinating Security of Soft Targets and Crowded Spaces

The U.S. Department of Homeland Security (DHS) has published Soft Targets and Crowded Places Security Plan Overview,  which is meant to provide members of the public and the private sector with an overview of how DHS is coordinating its mission to enhance the security and resilience of some of the most vulnerable spaces in society.

Overview of U.S. Homegrown Violent Extremists in 2017

The New Jersey Office of Homeland Security and Preparedness (NJOHSP) has published an infographic about the 34 homegrown violent extremists (HVEs) who were involved in terrorist plots or attacks in 2017. For each HVE, this product indicates name, age, and the type of plot or attack, among other details. It also identifies the locations of the attacks on a map of the U.S. Based on an analysis of the HVEs’ motivations, this product concludes that the vast majority (88%) of HVEs in 2017 were affiliated with the Islamic State.

Mapping the Islamic State’s Global Support Network on Facebook

A report from the Counter Extremism Project uncovers the myriad of ways in which the Islamic State operates on Facebook. To do so, the report’s authors mapped the accounts and connections between 1,000 Islamic State-supporting Facebook profiles with links to 96 countries on every continent except Antarctica. Based on their findings, the authors report that the Islamic State has developed a structured and deliberate strategy of using Facebook to radicalize, recruit, support, and terrorize individuals around the world.

How al-Qa’ida Works: The Jihadist Group’s Evolving Organizational Design

The Hudson Institute has published an article that seeks to answer fundamental questions about al Qa’ida’s structure given debates among terrorism experts, such as whether the group is even a single, coherent organization or more akin to a social movement, devoid of hierarchy and without a concrete structure. The article’s authors assert that a lack of consensus among experts on key questions impedes the ability to anticipate the behavior of al-Qa’ida and its affiliates and to counter their future operations.

Terrorism Insurance Attracting More Interest from Suburban and Rural Communities

Brokers of terrorism insurance say they are seeing more interest in their policies from clients in suburban and rural communities. Market analysts believe this is because clients in these areas are reacting to changes in the nature of attacks, which are increasingly focusing on inflicting mass casualties as opposed to substantial property damage.

Strengths and Areas for Improvement for Response to Hurricane Harvey

Harris County, Texas, which includes the city of Houston, has completed an after action report (AAR) on its response to Hurricane Harvey, which made landfall near the city on August 25, 2017. Harvey brought high winds and floodwaters and became tied with Hurricane Katrina as the costliest tropical cyclone on record. The AAR includes a summary of Hurricane Harvey, including the storm’s timeline and its impacts on Harris County, before embarking on discussions of strengths and areas for improvement observed during the incident.

The U.S. Department of Homeland Security Office of Infrastructure Protection (IP) has published the latest version of its Partnership Bulletin, which provides a snapshot of upcoming training and exercise opportunities, critical infrastructure events, and key announcements.
