FBI Director Says Homegrown Violent Extremists Are “Primary Terrorist Threat” to U.S.

During his keynote address for a meeting of Utah-based law enforcement officers yesterday, FBI Director Christopher Wray stated “the primary terrorist threat to the homeland here today, without question, is homegrown violent extremists. That’s what keeps us awake at night.” A homegrown violent extremist, or HVE, is a person based in the U.S. who has become radicalized and inspired by foreign terrorist groups, such as the Islamic State or al Qa’ida.

UK Poisoning Incident as a Turning Point, Inspiration for Terrorists

The use of the Russian nerve agent Novichok in the assassination attempt of double agent Sergei Skripal in the quiet city of Salisbury, England was a violation of international law banning the use of chemical weapons. Specialist Hamish de Bretton-Gordon, who works for a company that supplies gas masks to the U.S. military, calls it a turning point. "The hundred-year taboo on the use of chemical weapons has been completely broken," he said. Gordon said it only took a couple of drops of Novichok to shut down parts of Salisbury for months.

Hurricane Lane - 2018

August 27, 2018

As of 0500 HST (1100 EST), Lane is located 520 miles west-southwest of Honolulu, Hawaii and proceeding west at 8 mph. Lane has restrengthened to a Tropical Storm with maximum sustained winds of 40 mph. A decrease in forward speed is expected tonight as Lane makes a turn toward the northwest. Lane is then expected to accelerate toward the northwest on Tuesday and Wednesday.

There are no watches or warnings in effect. The state of Hawaii has reported it has no unmet needs.

Infamous Al Qa’ida Bombmaker Is Dead, According to US Government Officials

US officials have expressed confidence that Ibrahim al-Asiri, al Qa’ida’s master bombmaker, was killed by a CIA drone strike last year. Al-Asiri was known for having perfected miniaturized bombs with little to no metal content, making them difficult for screening processes to detect. He is believed to have been behind such high-profile plots as the “underwear bomb” attempt that intended to detonate a flight in 2009 and “the printer bomb” that involved planting explosive devices in printers sent from Yemen to the US.

DHS IP Partnership Bulletin (August 17, 2018 Edition)

The U.S. Department of Homeland Security Office of Infrastructure Protection (IP) has published the latest version of its Partnership Bulletin, which provides a snapshot of upcoming training and exercise opportunities, critical infrastructure events, and key announcements. Some of the upcoming events include:

- The U.S. Department of Homeland Security Region VIII Infrastructure Resilience Conference in Salt Lake City, Utah on September 12, 2018;

Behind Most Wildfires, a Person and a Spark

In light of the numerous and highly destructive wildfires that have scorched large areas of the western U.S., the New York Times has published an article noting that most of these events are triggered by a human, usually unintentionally. According to Lynne Tolmachoff, the chief of public education at Cal Fire, in California almost 95 percent of fires are started by people, and about 7 percent are caused by arson. The rest are mostly fires started by lightning or other acts of Mother Nature, such as wind taking down a power line.

Overview of Disaster Management in the U.S.

The Council on Foreign Relations has posted an overview of how the U.S. responds to disasters, providing overviews of the presidential disaster declaration process, the federal agencies that are involved in disaster response, and the types of assistance they provide. It concludes with a list of what the Council on Foreign Relations considers to be some of the greatest challenges to disaster manaegement in the U.S. These include an increase in the number of natural disasters, human development patterns, logistical challenges, insurance shortcomings, and a lack of resilience.

Terrorists Potentially Target Millions in Makeshift Biological Weapons ‘Laboratories’

During meetings last week at the UN in Geneva, member state representatives heard from experts about how rapid advances in gene editing and “DIY [do-it-yourself] biological laboratories” could be used by extremists to produce weapons for attacks on civilians. According to the discussions, the groundbreaking gene-editing technique “CRISPR” could be used for malevolent purposes, such as to develop more effective biological weapons.
