EPA Announces AWIA Office Hours

EPA will host America’s Water Infrastructure Act (AWIA) Office Hours to answer questions that small-sized (serving a population of 3,301 to 49,999 people) community water systems (CWSs) have on completing and certifying their AWIA Emergency Response Plan (ERP) by the upcoming December 31, 2021 deadline. Office hours will be held in 45-minute sessions from December 1-30, 2021. Everything discussed during office hours will remain confidential. Sign up here for an appointment at EPA.

CISA Launches Primer to Assist Infrastructure Resilience Planning

In the spirit of Infrastructure Security Month (ISM), the Cybersecurity and Infrastructure Security Agency (CISA) just released its Infrastructure Dependency Primer (IDP). According to CISA, the IDP was created to “to help state, local, tribal, and territorial planners and decisionmakers better understand how infrastructure dependencies can impact community risk and resilience and how to incorporate that knowledge into ongoing community planning.” The IDP is an online educational resource divided into three main sections: Learn, Plan, and Implement.

Drawing from Winter Storm Experiences, Austin Water Makes Resilience Enhancements at Treatment Plants

Austin Water has set a positive example for other utilities in the wake of a winter storm earlier this year that had widespread impacts throughout Texas and surrounding areas. Not only did it complete an after action report (AAR), it recently announced it had followed through on the findings and recommendations with numerous resilience enhancements, with more to come.

Infrastructure Security Month, Week 3: Build Resilience into Critical Infrastructure

The theme for week three of Infrastructure Security Month (ISM) is “Build Resilience into Critical Infrastructure.” This theme serves as a reminder that infrastructure operators should consider threats across the all-hazards threat environment when investing in their facility’s resilience. To maintain U.S. national security, economic prosperity, and public health, it’s crucial for utilities to design and build resilient systems that can continue operations or quickly recover from extreme weather events, terrorist attacks, and other disruptions.

Infrastructure Security Month, Week 2: Plan for Soft Target Security

The theme for the second week of Infrastructure Security Month (ISM) is “Plan for Soft Target Security,” a reminder to take steps to identify and address basic security vulnerabilities that could otherwise be easily exploited by threat actors. Much of the Cybersecurity and Infrastructure Security Agency’s (CISA’s) messaging on this theme focuses on security for mass gatherings, noting the potential for targeting by threat actors, but CISA also emphasizes terrorists and violent extremists target infrastructure to inflict significant personal harm to civilian populations.

Utility in Southern California Declares Drought Emergency

On Tuesday, the Metropolitan Water District of Southern California (MWD) declared a drought emergency as record dry conditions continue to impact water supplies across the region. The declaration is due to multiple factors, which include over the past two years California experiencing its lowest levels of precipitation on record, extreme heat due to climate change, and Lake Oroville – the main reservoir on the State Water Project – being at its lowest level ever. MWD receives its water from the State Water Project and the Colorado river, both of which are under significant stress.

Drones, Bombs, and other Hard-to-Intercept Methods Used by Extremists and Terrorists to Attack Infrastructure

An incident last year in Pennsylvania, in which a commercial drone breached a power substation, demonstrates how threat actors might use these devices and other improvised methods to target vulnerable infrastructure. The drone had a thick copper wire attached to it its ends via electrical tape but crashed before it could reach its likely target. A federal government report on the incident emphasized the uniqueness of the incident and the likelihood of malicious intent on the part of the perpetrator(s).

CISA’s Operation Flashpoint Aims to Protect Critical Infrastructure from Bombings

The Cybersecurity and Infrastructure Security Agency (CISA), the FBI’s Weapons of Mass Destruction Directorate, and a range of organizations are teaming up in a national improvised explosive device (IED) awareness campaign called Operation Flashpoint. The purpose of Operation Flashpoint is to safeguard relevant products and facilities, identify suspicious activity, and report concerns to law enforcement.
