U.S. Counterterrorism Strategy Endeavors to Inform Critical Infrastructure Partners of Threats to their Facilities to Confront Expanded List of Terrorist Actors

Late last week, the Trump Administration released the newest version of the National Strategy for Counterterrorism, focusing on threats posed by Iran (which it says “remains the most prominent state sponsor of terrorism”) and Islamist terrorist groups like the Islamic State and al Qa’ida. The previous National Strategy for Counterterrorism, released in 2011 by the Obama Administration, focused largely on the threat posed by al Qa’ida following the death of Osama bin Laden. The current Strategy describes the motives and tactics of an updated roster of terrorist actors, which also includes domestic terrorists who are motivated by different forms of extremism, including environmental and sovereign citizen extremism. Among other measures the Strategy states the U.S. will perform to counter its terrorist adversaries, it indicates critical infrastructure partners, including in the private sector, will be informed of potential threats to their facilities. Other focus measures include modernizing a broader set of tools and authorities to counter terrorism and protect the homeland, countering terrorist radicalization and recruitment, and strengthening the abilities of international partners.
