Analyst Note: Although the guide is geared towards dam owners and operators, water and wastewater utilities could benefit from the guidance offered by the report. In fact, some of the information on waterside barriers could be applicable to securing water intake infrastructure assets. A waterside barrier system combines the capabilities of a barrier with detection and response equipment and protocols, enabling personnel to detect, assess, delay, and interdict an adversary.
The guide provides security personnel a cursory level of information on barriers and their use, maintenance considerations, and effectiveness factors—elements to be carefully considered when selecting waterside barriers. Lastly, technical references are included at the end of the guide.
