CISA recently updated its Public Safety Communications and Cyber Resiliency Toolkit with nine additional resources including an interactive graphic. The toolkit is designed to assist public safety agencies and others responsible for communications networks by providing the tools necessary to evaluate current resiliency capabilities. Many of the resources are relevant to water and wastewater systems.

The interactive graphic displays components of the emergency communications ecosystem. Toolkit users can easily navigate through the various topics and access applicable resources.

Current topic areas include:

  • Alerts, Warnings, and Notifications
  • Cyber Incidents
  • Cybersecurity
  • Electromagnetic Pulse (EMP)
  • Healthcare
  • Jamming
  • Land Mobile Radio (LMR)
  • Local Access Networks (LAN)
  • Next Generation 911 (NG911)
  • Positioning, Navigation, and Timing (PNT) Disruptions
  • Power
  • Priority Services
  • Ransomware
  • Resiliency Introduction
  • Site Hardening
  • Unmanned Aircraft Systems (UAS)

A few of the updated resources include (but are not limited to):

  • Cybersecurity Guidance: Chinese-Manufactured UAS (Uncrewed Aircraft Systems).
  • Improving the Operation and Development of Global Positioning System (GPS) Equipment Used by Critical Infrastructure.
  • GPS Receiver Whitelist Development Guide.
  • An Evaluation of Dependencies of Critical Infrastructure Timing Systems on the Global Positioning System (GPS).
  • Resilient Power Assessment Worksheet.
  • Cybersecurity Baselines for Electric Distribution Systems and Distributed Energy Resources.

In an effort to provide the most up-to-date information and support of communications and cyber resiliency, CISA has designed the Toolkit to be a living document. Members are encouraged to regularly refer to the toolkit and CISA’s SAFECOM page for the latest public safety communications resources.
