DHS NTER Bulletin – FY2023, Q1

DHS has published its latest National Threat Evaluation and Reporting (NTER) Office Bulletin, which is designed to keep DHS partners well-informed of research developments, trends, and resources on targeted violence from a threat assessment and management perspective as well as highlight the important work of its partners.

This quarter’s report, covering the first quarter of 2023, emphasizes special events involving large crowds are likely to remain attractive targets for individuals seeking to further to further political or social goals, wholly or in part, through unlawful acts of force or violence. It also observes the operational environment of all subsectors are unlikely to change; therefore, it is important to be aware of the threat environment and the resources available to mitigate some of these threats. To help partners address the threats, it highlights a series of resources, including the Nationwide Suspicious Activity Reporting (SAR) Initiative (NSI). While this and some of the other resources may already be well known to DHS’s partners, it highlights some others that may not be. One of these is the Enhanced Dynamic Geo-Social Environment (EDGE), a free virtual training platform that can be used to plan for a coordinated response to critical incidents developed by DHS’s Science & Technology (S&T) Directorate. Another is Holiday Workplace Safety resources from the Occupational Safety and Health Administration (OSHA), which are designed to help keep workers safe during the current season and given the risks that exist.
