DHS Announces Strategy to Protect the U.S. from Electromagnetic Incidents

The U.S. Department of Homeland Security has announced the release of its  “Strategy for Protecting and Preparing the Homeland against Threats from Electromagnetic Pulse (EMP) and Geomagnetic Disturbance (GMD).” As discussed in the Strategy’s introduction, extreme electromagnetic incidents caused by an intentional EMP attack or a naturally occurring GMD – also referred to as “space weather” – could damage significant portions of critical infrastructure, including water and wastewater systems. While the Strategy is primarily focused on activities by DHS, it recognizes the importance of continued close collaboration with the private sector and critical infrastructure owner and operators, among other stakeholders. To this end, one of the Strategy’s objectives is to “Identify and promote technological advances likely to significantly enhance resilience or reduce vulnerability of critical infrastructure to electromagnetic incidents.” The outcome of this and other linked objectives is that “Critical infrastructure owners and operators use available technologies and measures to mitigate electromagnetic-incident risks as appropriate, ensuring continuity of lifeline services and economically essential activities in trade and commerce.”
