Domestic Preparedness has posted an article summarizing a report prepared for the Counter Terrorism Preparedness Network that explores threat assessment and management programs from 50 cities in 11 countries across the globe. After analyzing the different contexts through surveys and interviews, the report identified nine notable practices that any threat manager could find valuable:

  1. Establishing a multidisciplinary team that can provide a well-rounded perspective on threats
  2. Adopting a holistic view of managing threats through their lifecycle
  3. Developing and adopting a shared language of threats to improve interoperability
  4. Performing threat management as much as threat assessment
  5. Upholding privacy, civil rights, and civil liberties
  6. Applying and layering different types of prevention and intervention strategies
  7. Measuring success through data gathered over time
  8. Establishing mechanisms to enhance information sharing through removing barriers between organizations
  9. Lowering the barriers to reporting for regular citizens

The article concludes by stating that any efforts to manage the threats facing modern cities must begin with a diverse group of stakeholders that are willing to engage with each other. Read more at Domestic Preparedness.
