Water Sector Physical Threat Briefing – The Importance of Suspicious Activity Training and Bomb Threat Awareness

Wednesday, July 9, 2025; 2-3pm ET

On July 9 at 2 pm ET, WaterISAC will convene the next event in its quarterly Water Sector Physical Threat Briefings series. Presenters from El Paso Water and CISA will discuss the importance of suspicious activity training, dealing with bomb threats, and other threats emanating from explosive devices.

In recent years, the physical security threat landscape facing the water and wastewater sector has become increasingly complex, dynamic, and volatile. Amid today’s heightened threat environment, the ability to detect and report suspicious activities is critical for preventing acts of violence and enhancing an organization’s security posture.

To help owners and operators enhance the physical security of their utility, WaterISAC is excited to welcome Ozzie Muniz, the Emergency Response Coordinator, at El Paso Water who will discuss how his utility successfully responded to a suspicious package at one of its facilities, relationship building with first responders, and how his utility conducts suspicious activity training.

Following that, Curtis Tilley, a Branch Chief in the CISA Office for Bombing Prevention, will provide an overview of Improvised Explosive Devices (IED), responding to bomb threats, and detail threats emanating from explosive devices.

Don’t miss this opportunity to learn more how your peers are working to enhance their physical security and CISA’s free bombing prevention resources.
